First Steps

First Steps is a program offered by the State of Indiana that provides early intervention services for families who have infants and toddlers (birth to third birthday) with developmental delays or who show signs of being at-risk of certain delays in the future.

Eligibility

Developmental delays that may indicate an infant or toddler could benefit from early intervention services include:

  • Cognitive
  • Physical, including fine motor, gross motor, hearing and vision
  • Communication
  • Social
  • Adaptive

A child may also be eligible because of a high probability of developmental delay due to:

  • Chromosomal, genetic or neurological disorders
  • Neurological problems
  • Sensory impairments, such as hearing or vision
  • Congenital malformations
  • Low birth weight
  • Severe toxic exposure
