In Tribute to the Honorable Robert Garton

The Arc of Indiana was saddened to learn of the passing of former Indiana Senator Robert Garton, a longtime champion for people with disabilities and their families.

In 2005, The Arc of Indiana honored Senator Garton with our Lifetime Achievement Award in recognition of his unwavering support for initiatives that improved the lives of people with developmental disabilities across Indiana.

Senator Robert Garton received the Arc of Indiana Lifetime Achievement Award in 2005.

In the 1990s, he supported Senate Bill 30, the landmark legislation that paved the way for Medicaid Waivers in Indiana. He was also a key advocate for the creation of First Steps, Indiana’s early intervention program for infants and toddlers with developmental delays.

After learning of his passing, a parent shared, “When my daughter was an infant, I walked into Bob’s local office. He sat on the floor with her while I shared concerns about the future of early intervention in Indiana. I will always cherish his support. He helped so many with his true concern for all.”

He also played a critical role in securing state funding to reduce long Medicaid Waiver waiting lists and ensure services were available for individuals and families facing emergency situations.

In the 2000s, Senator Garton stood up to insurance companies and supported a groundbreaking insurance mandate for children and adults with pervasive developmental disorders. Because of this legislation, thousands of Hoosiers have gained access to therapies and supports that were previously unavailable.

He also supported Indiana’s child passenger safety law, which requires children to be safely restrained in car seats, helping protect countless children.

Senator Garton served as President Pro Tem of the Indiana Senate for 26 years under five governors, one of the most influential leadership roles in state government. Yet, despite his position and responsibilities, he always maintained an open door and a willingness to listen and learn about the needs of people with disabilities.

The Arc of Indiana is deeply grateful for Senator Garton’s legacy of leadership, compassion, and public service. His impact on the lives of people with disabilities and their families will be felt for generations to come.
